The best metaphor I can think of for 'agencies of the future' - the International Space Station: 

  • technologically state of the art
  • data driven
  • highly specialist, collaborative teams
  • modular functionality for seamless interaction with other kinds of teams and units
  • fast, like 18,000 mph fast
